Adds "low-risk foods" definition to food law, including coffee, cotton candy, doughnuts, hand-dipped ice cream, nachos with cheese, popcorn, roasted nuts, snow cones, and other foods determined by local health departments to present low foodborne illness risk.

Exempts food service establishments serving only low-risk foods from managerial employee certification requirements under section 2129.

Allows local health departments to conduct in-office consultation and food safety education in lieu of physical inspection for temporary food establishments serving only low-risk foods, based on public health risk assessment.

Clarifies that vending machine locations are included in food service establishment licensing and inspection requirements.

Makes minor language amendments to sections 1109, 2129, and 3115 of the Food Law regarding definitions, certification, and licensing procedures.
