Criminalizes financial exploitation of elder adults through fraud, deceit, or coercion to obtain money or property, with penalties ranging from 93 days misdemeanor (under $200) to 20-year felony ($100,000 or more).

Permits aggregation of money or property values from multiple incidents within 12 months (or unlimited timeframe if targeting single victim) to determine sentencing tier.

Criminalizes unlawful restraint of elder or vulnerable adults using violence, menace, fraud, or deceit as felony punishable by up to 4 years/$5,000, with exemption for financial institutions performing normal business functions.
