Allows local units to require permits for textile recycling bins with applications including applicant information, bin locations, property owner consent, and intended use of collected items; permits valid for 1 year and renewable.

Permits processing fees capped at the lesser of $75.00 or actual reasonable costs; requires permittees to display a 4-inch by 4-inch permit sticker matching the annual motor vehicle registration decal color on the bin's front panel.

Requires bins to maintain liability insurance of at least $1,000,000.00, display owner contact information and charitable purpose (if applicable), maintain bin appearance, remove graffiti within reasonable time, and repair damaged bins within 5 business days.

Classifies violations as municipal civil infractions with fines up to $500.00 per bin; fraudulent operation fines range from $500.00 to $1,000.00 per bin, with authority to revoke permits and remove bins at violator's storage cost.
