Amends the Michigan zoning enabling act to make zoning ordinances subject to the textile recycling bin act in addition to existing requirements for electric transmission lines and regional transit authorities.

Prohibits counties and townships from regulating or controlling oil and gas well drilling, completion, operation, or abandonment, and denies them permit issuance jurisdiction over these activities.

Prevents zoning ordinances from prohibiting extraction of valuable natural resources by mining unless very serious consequences would result, with valuable resources defined as those from which a person can receive revenue and reasonably expect to operate at a profit.

Establishes that persons challenging zoning decisions on mining extraction must initially prove valuable natural resources exist, there is market need, and no very serious consequences would result, applying standards from Silva v Ada Township, 416 Mich 153 (1982).

Permits local governments to reasonably regulate hours of operation, blasting, noise levels, dust control, and traffic related to mining operations without preventing extraction itself.

Takes effect only if Senate Bill No. 870 is enacted into law.
