Amends Michigan's environmental protection law (1994 PA 451) to add exemption for properties containing stamp sands from regulation unless other hazardous substances exceeding cleanup criteria are present.

Defines stamp sands as finely grained crushed rock resulting from mining, milling, or smelting of copper ore, including native substances and ancillary materials contained within.

Property with stamp sands deposited on it is not subject to environmental regulation under this part unless the property contains other hazardous substances in excess of cleanup criteria for unrestricted residential use.

Effective date: 91st day after final adjournment of 2014 Regular Session; approved by Governor June 28, 2014.
