Amends 1994 PA 451 to define terms related to Michigan's statewide trail system, including "Pure Michigan Trail," "Pure Michigan Water Trail," "Pure Michigan Trail Town," "pack and saddle trails," and "equine access locations."

Defines "trail" as a right-of-way adapted to foot, horseback, motorized, or other nonmotorized travel, including water trails designated as routes on bodies of water.

Establishes legislative findings that a statewide trail system benefits public health, fitness, and enjoyment; protects open space and wildlife habitat; enhances local and state economies; and creates opportunities for community connection and agricultural education.

Declares that planning, acquisition, development, operation, and maintenance of trails serve as a public purpose in Michigan's best interest.

Takes effect 90 days after enactment (September 25, 2014) only if Senate Bills 873 and 876, and House Bills 5553 and 5559 are also enacted into law.
