Prohibits individuals with concealed pistol licenses from carrying concealed pistols on school property, child care facilities, sports arenas, bars/taverns, places of worship, entertainment facilities with 2,500+ seat capacity, hospitals, and college dormitories/classrooms.

Allows parents or legal guardians to carry concealed pistols in vehicles while dropping off or picking up students at schools.

Exempts retired law enforcement officers, security personnel employed by restricted entities, private investigators, corrections officers, court judges, and certain other law enforcement officials from the carry restrictions.

Establishes penalties including civil infraction with $500 fine and 6-month license suspension for first violation, misdemeanor with $1,000 fine and license revocation for second violation, and felony with up to 4 years imprisonment and/or $5,000 fine for third or subsequent violations.

Takes effect December 21, 2014, contingent on enactment of Senate Bills 49 and 834, and House Bills 4155, 5325, and 5328.
