Requires local road agencies to annually certify to the department by September 30, 2015 that they meet employee compensation standards, including caps on retirement plan contributions (10% for Social Security-eligible employees, 16.2% for non-eligible) and pension plan multipliers (1.5% to 3.0% depending on eligibility and health care provisions).

Mandates local road agencies certify compliance with the Publicly Funded Health Insurance Contribution Act (2011 PA 152) for medical benefits or certify that they do not offer medical benefits to employees or elected officials.

Authorizes the department to withhold all or part of Michigan Transportation Fund distributions to local road agencies that fail to make required certifications.

Requires county road commissions to maintain publicly accessible searchable websites containing current budgets, employee counts by classification and wage rate, financial dashboards, governing body contact information, and employee compensation certifications.

Requires the state transportation department to maintain a similar public website with budget, employee information, financial dashboards, and governing body contact details.
