Adds redetermined adoption assistance program allowing adoptive parents to receive additional payments beyond standard support subsidies for children with special needs requiring extraordinary care or expense, effective January 1, 2015.

Limits redetermined adoption assistance requests to one certification per adoptee and requires department certification that the child's condition existed before adoption was finalized and before the child's 18th birthday.

Establishes that redetermined adoption assistance does not duplicate or affect existing adoption assistance agreements and shall be determined without regard to adoptive parent income.

Allows adoptive parents with adoption assistance agreements in effect before January 1, 2015 to request redetermined adoption assistance between January 1 and March 31, 2015.

Requires the Department of Human Services to deny or allow redetermined adoption assistance requests subject to available appropriations, with adoptive parents able to appeal denials or disagreements through administrative law judges.
