Modifies school zone speed limit enforcement by changing the time window from "not less than 30 minutes but not more than 1 hour" to "not more than 30 minutes" before school starts and after dismissal, rounded to the nearest 5-minute increment.

Removes provisions allowing school zone speed limits during lunch periods when students are permitted to leave school.

Eliminates the requirement for permanent signs designating school zones and speed limits before school zone speed limits can be enforced.

Simplifies school zone definition by removing references to designation by signs and clarifying that zones extend not more than 1,000 feet from school property in any direction, with provisions for overlapping zones when multiple schools share or occupy adjacent properties with different instruction hours.

Bill takes effect only if Senate Bills 895, 896, 897, and 898 are also enacted into law.
