Amends the Michigan Vehicle Code to revise the points system for traffic violations, including modifying penalties for speeding and careless driving offenses.

Removes a 5-point penalty for work zone speeding violations exceeding 15 mph and replaces it with a general 4-point penalty for speeding more than 15 mph over the limit.

Adds a 4-point penalty for moving violations resulting in at-fault collisions and establishes a 3-point penalty for careless driving violations under section 626b.

Updates traffic control device standards to reference the "Michigan manual on uniform traffic control devices" rather than outdated standards, and clarifies authority of state transportation department and local authorities over traffic regulations.

Contains an enacting clause making the bill effective only if Senate Bills 894, 895, 896, and 898 are also enacted into law.
