Creates the "Sexual Assault Kit Evidence Submission Act" to establish procedures for collection, handling, and disposition of sexual assault kit evidence in Michigan.

Requires written consent from sexual assault victims (or their legal guardians) before health care facilities can release sexual assault kit evidence to law enforcement agencies.

Mandates law enforcement agencies take possession of released evidence within 14 days and submit it to the Michigan Department of State Police or approved laboratory within 14 days for DNA analysis within 3 months.

Requires health care facilities to store unreleased evidence for a minimum of 1 year and inform victims of storage policies, retention periods, and procedures for releasing evidence at a later date.

Prohibits law enforcement from destroying sexual assault kit evidence before applicable statute of limitations expires without notifying the victim in writing at least 60 days in advance; failure to comply with act requirements cannot be used to challenge DNA database matches or overturn convictions.
