Requires school counselors in grades 6-12 to complete a separate 45-hour course on college selection counseling or demonstrate proficiency in college admission counseling standards within 3 years of assignment.

Allows individuals without teaching certificates to serve as school counselors if they meet one of three qualification pathways: holding a teaching certificate with school counseling endorsement, completing an approved master's degree in school counselor education with exam passage, or having 5+ years of out-of-state school counseling experience with exam passage.

Requires school boards to comply with background check and clearance requirements (sections 1230 and 1230a) when employing non-certificated individuals in counseling roles.

Exempts individuals already assigned to counseling roles before the effective date of this bill from the new 45-hour college counseling course requirement.

Directs the superintendent of public instruction to define counseling roles and promulgate rules necessary to implement college admission counseling standards.
