Extends the sunset date from July 1, 2014 to July 1, 2016 for provisions allowing retired teachers to work in critical shortage discipline areas without forfeiting their retirement allowance.

Allows retired teachers employed in critical shortage areas to work up to 3 years while continuing to receive retirement benefits, provided the reporting unit pays 100% of unfunded actuarial accrued liability contributions for retiree health care and pension.

Permits retired teachers who retired on or after July 1, 2010 to work as substitute teachers with earnings up to 1/3 of their final average compensation without forfeiting benefits, extending this provision until July 1, 2016.

Exempts retired teachers working for universities in teaching or research capacities from restrictions on service credit and compensation recomputation, with mandatory annual reporting of such employment to the retirement system.

Requires reporting units to provide information about retirant substitute teachers and instructional coaches/school improvement facilitators to the retirement system at regular intervals.
