Amends Michigan's vehicle registration and titling law (1949 PA 300) by modifying sections 217, 222, 229, and 233 regarding certificate of title issuance and vehicle registration procedures.

Allows the Secretary of State to not issue physical title certificates to vehicle owners when the title is subject to a security interest, enabling electronic lien title systems instead.

Establishes procedures for duplicate certificate of title issuance when an original is lost, including expedited processes when both the current and new owner appear together at a Secretary of State office.

Requires dealers to apply for new titles and transfer registration plates within 15 days of vehicle delivery, with penalties of $15 to $100 late transfer fees for non-compliance.

Effective date is the 91st day after final adjournment of the 2014 Regular Session; act is conditioned on concurrent enactment of Senate Bills 917 and 918.
