Amends definitions in Michigan's Natural Resources and Environmental Protection Act to add "unmanned aerial vehicle" (drone) and "unmanned submersible vehicle" as new defined terms.

Prohibits individuals from using unmanned aerial vehicles or unmanned submersible vehicles to interfere with or harass another person engaged in lawful hunting or fishing.

Changes references from "person" to "individual" throughout the statute for consistency in terminology.

Establishes misdemeanor penalties: up to 93 days imprisonment or $500-$1,000 fine for first violation; up to 1 year imprisonment or $1,000-$2,500 fine for subsequent violations, plus costs of prosecution and permit revocation.

Appropriates $1,000,000 for fiscal year 2015 to the Department of Natural Resources for rapid response, prevention, control, and elimination of aquatic invasive species including Asian carp, with unspent funds carried forward.
