Requires school districts and intermediate districts to provide instructional services to enrolled pupils certified by a physician as needing hospitalization or home confinement for longer than 5 school days.

Districts may provide services directly or contract with intermediate districts, hospitals, treatment centers, or other districts, selecting the provider best able to deliver appropriate instructional services.

Mandates districts arrange instructional services within 3 school days of notification of a pupil's placement; if a district fails to do so, parents may petition the Department of Education to have services provided by another provider of their choice.

Requires the Department of Education to distribute by October 15 of each odd-numbered year an explanation of the section's operation and the duties of all affected parties to districts, intermediate districts, and on its website.

Requires districts to contract with medical facilities that provide on-site educational services instructed by state-certified teachers qualified to serve youth in the facility's care, rather than arranging services elsewhere.
