Amends MCL 257.717 to establish vehicle width regulations, maintaining the 96-inch standard outside width limit for most vehicles and loads.

Allows implements of husbandry of any width on highways for farming operations without special permits, subject to traffic regulations and restrictions on nighttime left-of-center operation.

Permits 108-inch maximum load width for vehicles hauling concrete pipe, ferrous pipe, agricultural products, or unprocessed logs and pulpwood, with special permits required for truck and trailer combinations.

Authorizes transportation authorities to designate highways allowing up to 102-inch width vehicles and to issue special permits for 106-inch width vehicle combinations used to transport new motor vehicles or components between nearby manufacturing facilities.

Allows marinas and watercraft dealers to operate boat lifts and oversized hydraulic boat trailers of any width under annual multiple trip permits, excluding operation on limited access highways.
