Amends Michigan's Code of Criminal Procedure to add 18 environmental and public safety felonies to the sentencing guidelines in MCL 777.13c.

Establishes sentencing classifications and statutory maximum penalties for violations including water pollution (Class H, 2 years), air pollutant releases (Classes G-C, ranging from 5-15 years), hazardous waste violations (Classes H-G, 2-5 years), and scrap tire violations (Class G, 2 years).

Includes sentencing provisions for littering involving infectious or pathological waste (Classes H-G, 2-5 years) and false statements in license applications for septage, liquid industrial waste, and underground storage tanks (Classes H-G, 2-5 years).

Adds sentencing guidelines for hazardous substance releases under MCL 324.20139, with Class E offense for substantial endangerment carrying 5-year maximum penalty.

Takes effect only upon enactment of Senate Bill No. 941 of the 97th Legislature.
