Extends the $50.00 site identification number user charge for generators, transporters, and designated facility operators until October 1, 2017 (previously set to expire earlier).

Requires site identification number user charges and tax identification numbers to be received before the department issues a site identification number.

Directs all money collected from site identification number user charges to the state treasurer for deposit into the environmental pollution prevention fund created under section 11130.

Applies the extended charge requirement uniformly across three categories: waste generators, liquid industrial waste transporters, and owners/operators of designated waste facilities.

Takes effect immediately upon gubernatorial approval on September 23, 2014.
