Extends hazardous waste manifest processing user charge of $8.00 per manifest until October 1, 2017, with annual reporting required by April 30 and department biennial effectiveness evaluations to the legislature.

Extends site identification number user charge of $50.00 per number and annual handler user charges until October 1, 2017, with charges tiered by hazardous waste generation volume ($100 to $1,000 annually for generators; $2,000 for treatment/storage/disposal facilities).

Establishes penalties for late or non-payment including 5% monthly administrative fines (capped at 25%) and authorizes the Attorney General to collect unpaid charges and associated collection costs after 5 months of delinquency.

Requires all collected user charges and penalty amounts to be deposited into the environmental pollution prevention fund.

Takes effect immediately upon approval by the Governor on September 23, 2014.
