Senate Bill 966 Summary

• Amends the Natural Resources and Environmental Protection Act (1994 PA 451) to modify definitions related to hunting and firearms in sections 40102, 40111, and 43503.

• Expands the definition of "firearm" to include pneumatic guns as defined in 1990 PA 319, excluding paintball guns, for purposes of hunting and fishing regulations.

• Adds detailed definitions for hunting equipment and practices, including "crossbow" (weapon with 100+ pound draw weight, mechanical/electric trigger, and safety), "bow," and clarifies "deer or elk feeding" with exceptions for normal agricultural and logging practices.

• Permits persons with disabilities to transport and possess loaded firearms in vehicles (except cars/trucks) on state-licensed game bird hunting preserves at speeds not exceeding 10 miles per hour, and to discharge firearms from stationary vehicles on such preserves.

• Takes effect January 1, 2015, contingent upon enactment of Senate Bill 979 of the 97th Legislature.
