Amends the Public Safety Officers Benefit Act to add "emergency first responder" as a defined category of public safety officer, including individuals licensed under section 20950 of the public health code.

Provides that surviving spouses and dependents of firefighters, law enforcement officers, and emergency first responders killed in the line of duty receive health insurance comparable to and on comparable terms as the deceased officer's coverage at time of death.

Coverage for surviving spouses ends if they obtain comparable health insurance from another source.

Coverage for nonspouse dependents ends upon obtaining comparable insurance from another source or at the later of age 18 or age 26 if enrolled full-time in high school or accredited university or college.
