Amends the family division of circuit court's jurisdiction over juveniles under 17 years of age who violate state or municipal laws, including specified felonies that require prosecuting attorney petition filing rather than complaint and warrant authorization.

Expands court jurisdiction over juveniles aged 17-18 who are addicted to drugs or alcohol, repeatedly associate with criminal persons, or are in danger of becoming morally depraved, if voluntary services have been exhausted or refused.

Grants court authority to issue orders affecting parties in proceedings concerning a juvenile's care and supervision, including delinquency proceedings and child protective proceedings involving the Department of Human Services, parents, guardians, and licensed child caring institutions, effective through May 1, 2018.

Establishes court jurisdiction over personal protection order proceedings where minors under 18 are respondents, prohibiting such orders against respondents under 10 years of age.

Takes effect immediately upon approval by the Governor.
