Establishes a juvenile justice funding system for counties that are not county juvenile agencies, administered by the state department with oversight of child care funds and accounting procedures.

Distributes state appropriations to counties for juvenile justice services based on 50% of annual child care fund expenditures for non-county juvenile agencies, with full state payment for foster care rate increases in fiscal years 2014-2015.

Implements a prospective payment system for foster care case management in counties with populations between 575,000 and 650,000, capping county contributions at the average of the previous 5 fiscal years' net contributions as of October 1, 2015.

Requires counties receiving state funds for child care to submit quarterly reports on the number of children receiving foster care services and days of care provided.

Establishes reimbursement procedures based on individual child billing, with implementation required by October 1, 1982.
