Allows active duty military members of the U.S. Armed Forces, Armed Forces Reserve, or Michigan National Guard stationed outside Michigan to renew concealed pistol licenses by first-class mail with a notarized application.

Requires concealed weapon licensing boards to issue or deny renewal licenses within 60 days of a properly submitted application, with the current license expiration extended by 180 days if the board fails to act within the deadline.

Waives firearm safety training requirements for retired police officers and law enforcement officers applying for licenses, and reduces training requirements for renewal applicants to 3 hours of review and 1 hour of firing range time in the 6 months before renewal.

Eliminates the requirement for renewal applicants to submit new fingerprints if the department of state police has established a system to maintain and compare fingerprints in its automated fingerprint identification system (AFIS) database beginning January 1, 2007.

Requires applicants renewing licenses during the 60-day processing period to carry both their renewal receipt issued by the county clerk and their expired license while carrying a concealed pistol.
