Prohibits local units of government (cities, villages, townships, counties) from imposing special taxes or enacting ordinances regulating ownership, registration, purchase, sale, transfer, transportation, or possession of pistols, firearms, pneumatic guns, ammunition, or components except as allowed by federal or state law.

Defines "pneumatic gun" as any implement designed to expel a BB or pellet by spring, gas, or air, including paintball guns that expel plastic balls filled with paint.

Allows local units of government to prohibit criminal conduct with firearms, regulate firearm possession by their own employees, and regulate pneumatic gun possession by individuals under 16 years old unless on private property with parental/guardian authorization.

Permits cities and charter townships to prohibit discharge of pistols or other firearms within their jurisdiction and prohibit discharge of pneumatic guns in heavily populated areas, except at authorized target ranges or on private property with owner permission.

Takes effect January 1, 2015.
