SB-0984 Summary

• Removes private security guard licensing requirements from the Private Security Business and Security Alarm Act, eliminating the need for individual security guards and private security guard agencies to obtain state licenses.

• Retains licensing for security alarm system contractors and creates new licensing framework for private security police forces and private college security forces under the Department of State Police.

• Establishes principal license holder requirement for non-individual applicants and adds criminal history background check procedures using ICHAT (Internet Criminal History Access Tool) for security personnel.

• Revises application, qualification, and fee structures; Department of Licensing and Regulatory Affairs regulates security alarm contractors ($500 fee) while Department of State Police regulates private security police and college security forces.

• Requires security alarm systems to be installed by licensed contractors, system providers registered under the Security Alarm Systems Act, or owner-occupants of residences; effective 90 days after enactment contingent on passage of SB 0983, SB 0985, and SB 0986.
