Amends the William Van Regenmorter Crime Victim's Rights Act to prohibit courts from ordering a juvenile's parent to pay restitution if that parent was the victim of the offense for which restitution is ordered.

Expands the definition of "victim" to include sole proprietorships, partnerships, corporations, associations, governmental entities, and other legal entities that suffer direct physical or financial harm from an offense.

Requires courts to prioritize restitution payments to direct victims and victims' estates before making restitution payments to other entities that compensated victims or provided services.

Establishes procedures for probation officers to monitor restitution compliance at least twice yearly and requires mandatory wage assignment if an employed juvenile misses 2 or more scheduled payments.

Makes the amendments retroactive, applying to all restitution orders entered before the effective date of the law.
