• Prohibits courts from ordering parents or a parent's spouse to reimburse the state for costs of a juvenile's incarceration, care, or legal fees if that parent was the victim of the offense for which costs are being assessed.

• Prohibits courts from ordering parents to pay restitution to victims if the parent was the victim of the juvenile offense for which restitution is ordered.

• Makes the exemptions retroactive, applying to restitution and cost reimbursement orders entered before the bill's effective date.

• Applies the victim-parent exemption to both initial disposition orders and subsequent restitution determinations under sections 18, 30, and 31 of the Probate Code.
