Requires courts to conduct sentencing hearings for juveniles (unless waived by consent) to determine whether probation with commitment to youth rehabilitation services or adult sentencing best serves public interests, using specific criteria including offense seriousness and prior delinquency record.

Mandates that juveniles convicted of 12 specified serious offenses (including murder, armed robbery, sexual conduct, and kidnapping) be sentenced as adults.

Establishes procedures for court collection of reimbursement for care costs from juveniles or their parents, including provisions for tax refund intercepts, with exceptions when the parent is the crime victim.

Applies retroactively to reimbursement orders entered before the bill's effective date.
