Establishes rights for siblings removed from their home to be placed together in the same foster care, kinship guardianship, or adoptive placement unless documented that joint placement would be contrary to safety or well-being of any sibling.

Requires frequent visitation or ongoing interaction between separated siblings unless the state documents that such contact would be contrary to safety or well-being of any sibling.

Adds "siblings" definition to probate code to include children with one or more parents in common through biological relationship or adoption, including siblings as defined by American Indian or Alaskan Native tribal code or custom.

Requires courts to order sibling visitation or contact to the extent reasonable when siblings cannot be placed together or not all siblings are being placed outside the home, if the court determines visitation would be beneficial.

Mandates case service plans to include efforts by the agency to provide frequent in-person visitation or ongoing interaction between siblings unless the court determines such contact would not be beneficial.
