Creates the sexual assault evidence kit tracking and reporting commission within the Michigan domestic and sexual violence prevention and treatment board, composed of representatives from state police, attorney general, prosecutors, law enforcement associations, victim services organizations, healthcare providers, and legislative leadership.

Requires the commission to develop within 365 days a statewide system to track location, lab submission status, forensic testing completion, and storage of sexual assault evidence kits, with secure electronic access for victims to monitor their own evidence.

Establishes guidelines for auditing proper submission of sexual assault evidence kits and for tracking untested kits released by victims collected before the effective date of the sexual assault kit evidence submission act (2014 PA 227).

Appropriates $25,000 annually to the department of human services to implement and carry out the act's purposes, beginning with fiscal year ending September 30, 2015.

Dissolves the commission either 2 years after submitting its report if no implementation funding is appropriated, or upon final implementation of the developed plan if funding is secured.
