Suspends rather than terminates medical assistance for individuals who become inmates in public institutions if they otherwise remain eligible for Medicaid.

Requires the Department of Community Health to redetermine medical assistance eligibility for inmates and reinstate coverage upon release if the individual remains otherwise eligible.

Defines "public institution" to include state mental health treatment programs, local correctional facilities, state correctional facilities, and youth correctional facilities operated by the Department of Corrections.

Specifies that the suspension and reinstatement provisions do not extend Medicaid to otherwise ineligible individuals or apply if federal matching funds are unavailable.

Takes effect immediately upon approval on December 29, 2014.
