Requires courts to order examination or testing for venereal disease, hepatitis B, hepatitis C, and HIV for individuals arrested and charged with prostitution, sexual assault, gross indecency, or intravenous drug use offenses.

Mandates expedited testing within 48 hours upon victim request in sexual assault cases, with follow-up testing as medically appropriate based on initial results.

Requires test results to be provided to the defendant and victim (with victim consent), with referral for appropriate counseling, while maintaining confidentiality of results.

Allows courts to order defendants to pay actual and reasonable costs of examination and testing, with failure to pay within 30 days constituting a misdemeanor punishable by up to 90 days imprisonment or $100 fine.

Effective date is January 12, 2015 (90 days after enactment on October 14, 2014).
