Changes recreation passport fee structure from opt-in to opt-out by default for motor vehicle registrations, requiring applicants to affirmatively decline the fee rather than elect to pay it.

Sets recreation passport fees at $10.00 for most vehicles and $5.00 for motorcycles, with annual adjustments based on cumulative consumer price index changes from October 2010.

Allows applicants to request that future renewal forms automatically include the recreation passport fee in total amount due, with option to subtract it if declined.

Establishes that payment of the fee authorizes unlimited entry to Michigan state parks, recreation areas, and state-operated public boating access sites through vehicle registration expiration.

Requires Secretary of State to mark registration tabs or stickers distinctively for vehicles with paid recreation passport fees and directs at least monthly transfer of collected fees to the Department of Natural Resources; takes effect May 1, 2015.
