Expands the Public Land Survey Corner Protection Act to include protracted public land survey corners and property controlling corners in addition to original corners.

Requires surveyors to file land corner recordation certificates with the register of deeds within 90 days of using or monumenting original or protracted public land survey corners, unless an existing certificate already describes the monument and accessories.

Authorizes surveyors to optionally file certificates for other corners not covered by mandatory filing requirements, and allows use of witness monuments or reference monuments when direct monumenting is impracticable or unsafe.

Designates the Department of Licensing and Regulatory Affairs to establish rules prescribing the form and content requirements for land corner recordation certificates and filing procedures.

Makes defacing, destroying, altering, or removing survey monuments a misdemeanor punishable by up to $5,000 in fines and 180 days imprisonment, plus costs for reestablishment; permits temporary removal for construction if properly witnessed and reset within 30 days.
