Amends MCL 600.8379 to modify how fines and costs from district court proceedings are allocated among county treasurers, political subdivisions, and library funds.

Requires fines imposed for penal law violations and civil infractions to be paid to the county treasurer and applied for library purposes, except as otherwise provided in MCL 257.682e of the Michigan Vehicle Code.

Establishes different allocation formulas for costs based on district class: first and second class districts pay to county treasurer; third class districts pay to the political subdivision where the guilty plea or trial occurred.

For civil fines related to commercial vehicle code violations, allocates 70 percent to the political subdivision issuing the citation and 30 percent for library purposes.

Creates special allocation rules for the fifty-second district if it consolidates with the forty-fifth-b district, directing 30 percent to the violating subdivision and 70 percent to the county.

Takes effect only if Senate Bill No. 1045 of the 97th Legislature is enacted into law.
