Extends the deadline for filing DNA testing petitions from January 1, 2016 to January 1, 2018 for defendants convicted of felonies.

Allows defendants convicted before January 8, 2001 to petition for DNA testing of biological material without additional requirements beyond material availability.

Requires defendants convicted on or after January 8, 2001 to prove that prior DNA testing was inconclusive and that current technology is likely to produce conclusive results.

Mandates court-ordered DNA testing if defendant proves the evidence is material to identity and meets clear and convincing evidence standards regarding sample availability and testing methodology.

Requires law enforcement to preserve biological material identified during investigation for the duration of any person's incarceration related to the case.
