Amends the Mental Health Code to modify confidentiality rules for mental health records held by the Department of Health, community mental health services programs, licensed facilities, and contract providers.

Changes language from "pursuant to" to "under" for court orders and legislative subpoenas, and clarifies that identity protection applies when disclosure is germane to authorized purposes.

Adds new subsection (7)(b) allowing disclosure of confidential information as necessary for treatment, care coordination, quality assurance, utilization review, payment, and related services in compliance with the Health Insurance Portability and Accountability Act of 1996.

Modifies subsection (7) to remove "in the discretion of" the record holder, making certain discretionary disclosures mandatory under specified circumstances including benefits applications, research, and compelling safety needs.

Requires complete medical and clinical record release to mental health service providers when authorized by the individual, guardian, or parent of a minor for clinical purposes.
