Allows non-union printing firms to bid as "responsible bidders" if they file a sworn statement with the secretary of state certifying employees receive prevailing wages and work under conditions prevalent in the locality.

Treats collective bargaining agreements between employers and independent unions as satisfying the prevailing wage and working conditions requirements for responsible bidder status.

Exempts the state-owned printing operation at the G. Robert Cotton correctional facility from union label requirements, but limits it to printing for the department of corrections only.

Requires legislative printing of bills and resolutions to comply with Article IV of the Michigan Constitution and specifications set by the legislative council; gives preference to Michigan-based firms or "clean corporate citizen" facilities when all other factors are equal.
