Amends 1994 PA 451 by adding section 2120a to provide for state conveyance of specific swamplands in Clarence Township, Calhoun County to current de facto owners after obtaining title from the United States.

Authorizes the governor to request conveyance of approximately 40 government lots in sections 23-27 and 35 of Township 1 South, Range 4 West from the federal government under the 1850 Swampland Act or other applicable federal law.

Directs the Department of Natural Resources to identify current de facto owners (those with property tax payment, possession, improvements, or valid chain of title) and convey the property to them by quitclaim deed.

Permits the department to require claimants to reimburse costs for identifying owners and processing conveyances, and allows the department discretion to decline legal action if ownership cannot be determined or to convey unclaimed portions to adjacent owners.

Preserves all existing interests and rights in the property created before conveyance, including easements, mortgages, liens, and tax obligations, and takes effect only upon enactment of Senate Bill 52.
