Eliminates mandatory life sentence without parole for individuals convicted of a second or subsequent violation of controlled substance offenses under sections 7401(2)(a)(ii)-(iii) and 7403(2)(a)(ii)-(iii).

Repeals the provision making individuals ineligible for probation, suspension of sentence, or parole upon conviction of these second or subsequent offenses.

Removes mandatory life imprisonment for conspiracy to commit the specified controlled substance violations.

Replaces the life sentence requirement with existing penalty provisions allowing imprisonment up to twice the authorized term for second or subsequent offenses under the Public Health Code.
