• Amends the Michigan Consumer Protection Act to add section 3j, requiring all smartphones sold in Michigan to be equipped with preloaded antitheft functionality or be capable of downloading such functionality at no cost to purchasers.

• Defines "smartphone" as a cellular telephone or mobile device that operates on a smartphone mobile operating system, possesses advanced computing capability, enables network capability, and can operate on long-term evolution networks and successor wireless standards.

• Modifies section 3 of the Consumer Protection Act to add violations related to the new antitheft functionality requirement as an unfair or deceptive practice under subsection (1)(ll).
