Requires automobile insurers to provide one certificate of insurance to the insured for each insured vehicle and supply vehicle information to the Secretary of State for private passenger nonfleet automobiles.

Insurers must submit to the Secretary of State the insurer's name, named insured's name and address, vehicle identification number, and policy number, with submissions required no more frequently than every 14 days.

Insurers must notify the Secretary of State when an automobile insurance policy expires, is terminated, or is canceled, including the vehicle identification number, policyholder name and address, policy number, and time and date of expiration or termination.

Allows the Secretary of State to accept transmission of a vehicle identification number as proof of insurance for motor vehicle registration purposes only, and designates policy information submitted by insurers as confidential and not subject to disclosure except to the Department of Community Health or pursuant to court order.

Makes it a misdemeanor punishable by up to one year imprisonment or a fine of up to $1,000 to fail to supply required information, supply false information, or issue or use an altered, fraudulent, or counterfeit certificate of insurance.
