Amends the Michigan Liquor Control Code of 1998 to modify licensing requirements for specially designated distributor licenses under Section 533 (MCL 436.1533).

Prohibits the commission from requiring that new specially designated distributor licenses or transfers of existing licenses maintain a certain distance from other specially designated distributors' establishments.

Allows the commission to waive the population-based quota requirement (1 license per 3,000 population) if no existing specially designated distributor licensee operates within 2 miles of the applicant, measured along the nearest traffic route.

Maintains existing provisions allowing retail vendors and specially designated distributors to apply for specially designated merchant licenses.
