Establishes a medical information registry that individuals can voluntarily join through the driver license application or renewal process.

Requires the medical information registry to be accessible to first responders and healthcare providers 24/7 at no cost, with electronic access via QR barcode on the license.

Medical information on the registry cannot be disclosed without the individual's express consent except to provide quick access to first responders or healthcare providers in emergencies when the individual cannot respond.

Allows operators and chauffeurs to voluntarily indicate blood type, emergency contact information, immunization data, medication data, or deaf status on their license, in addition to registering with the medical information registry.

Maintains existing provisions regarding anatomical gift donor designation and clarifies that participation in the medical registry or anatomical gift registry remains in effect even if the license is revoked, suspended, or expires.
