Establishes conditional licenses that can be issued within 20 business days (30 days for multiple locations) to applicants seeking license transfers or initial licenses, with a $300 fee and one-year expiration.

Clarifies that retailers may purchase brand logoed barware (trays, coasters, napkins, shirts, hats, pitchers, drinkware, bar mats, buckets, bottle openers, stir rods, umbrellas, and packaging) only from authorized sources like manufacturers or independent barware retailers, and must maintain purchase receipts for three years.

Permits manufacturers and wholesalers to provide specific pre-approved advertising items (calendars, tap markers, table tents, shelf talkers, bottle neckers, cooler stickers, buttons, menu clip-ons, mirrors, napkin holders, cold shot machines, drink menus, keg couplers, and sporting event tickets) to retailers without restriction.

Allows on-premises retailers 14 days after brand promotional events to remove event merchandise from premises to maintain compliance with advertising restrictions.
