Requires school districts and public school academies to include age and grade-appropriate instruction about genocide, including the Holocaust, in social studies curriculum for grades 8-12, with a recommended total of 6 hours of instruction during those grades.

Establishes the Governor's Council on Genocide and Holocaust Education as a temporary commission consisting of 15 members appointed by the governor to identify resources, advise schools, promote genocide education, and coordinate Holocaust remembrance events and observances.

Requires the Governor's Council to operate entirely on private funding with no state funds used for its operations; members serve without compensation but may be reimbursed for actual and necessary expenses from private sources.

Mandates state board model core academic curriculum content standards for history in grades 8-12 to include learning objectives concerning genocide and the Holocaust.

Requires the Michigan Merit Examination and M-STEP assessments to include questions related to learning objectives about genocide and Holocaust education as defined in the state board recommended standards, beginning in the 2015-2016 school year.
