Amends Michigan's zoning enabling act to prohibit townships with populations under 70,000 and all counties from regulating or controlling drilling, completion, or operation of oil and gas wells through zoning ordinances.

Removes local jurisdiction over permit issuance for the location, drilling, completion, operation, or abandonment of oil and gas wells in affected townships and counties.

Prohibits zoning ordinances from preventing extraction of valuable natural resources by mining unless very serious consequences would result, with natural resources defined as valuable if extraction generates revenue and allows operation at a profit.

Establishes that persons challenging zoning decisions must prove valuable natural resources exist on the property, market need exists, and no very serious consequences would result, with factors to consider including impacts on existing land uses, property values, traffic safety, health and welfare interests, and public interest in extraction.

Preserves local government authority to reasonably regulate hours of operation, blasting hours, noise levels, dust control, and traffic related to mining operations, provided such regulations accommodate customary mining practices.
